Christian County Clerk
 

Mike Kem was elected to the position of county clerk in 1998.  He is currently serving his second term in office.   Prior to that he served as a Fiscal Court magistrate for five years representing District 4.

Mr. Kem’s goals when taking office were responsibility, accountability and customer service.  Since taking office, he has expanded the Clerk’s office and equipped the Deputy Clerks with up to date computers, which allows them to serve the public more efficiently and faster.   Computers are also available to the public for reviewing land records.   Every money transaction in the Clerk’s office is recorded and cash drawers are balanced daily insuring sound business practices and accountability.

Future goals include internet access of land records and license renewals; expanding land records to a larger vault upstairs; and separating vehicle renewals and transfers for even quicker customer service.

 

The duties of the county clerk are numerous and varied, falling into the general categories of clerical duties of the fiscal court; the registering of licenses for motor vehicles; recording and keeping records of various legal instruments; voter registration and election duties; and tax duties.

In all counties except counties containing a city of the first class, the county clerk has the option of serving as the clerk of the fiscal court.  If the county clerk chooses to serve in this capacity, he is obligated to attend all meetings of the fiscal court and to keep a complete record of its proceedings, with an index.  Such is the case in Christian County where the county clerk’s office serves as a repository for various fiscal court documents such as all fiscal court minutes, resolutions, ordinances, including county budget ordinances, are stored in the office of the county clerk.

Under state law, the county clerk acts as a licensing agent for state and county government.  In this capacity he issues licenses and collects fees for a number of activities, for example, marriage licenses, vehicle registration, watercraft registration, and alcohol beverage licenses for businesses outside of the city limits.
